The former commit has broken the navigation in wikis and content packages

In very rare case, the current question is suspended before committing
the responses, ensure this is not the case, if it is the case, unsuspend
the current item. Update to QtiWorks 1.0.21 which relax the unsuspend
check to select new question in non linear form
