Non idempotent behavior in the role prepare_mstack_mgmt

This role has some issues with the idempotence. We have seen a broken cicd-pipeline of the task "Install Docker Engine" caused by a running process on the VM. If this Job will break in the future again, we need further debugging.

The workaround was to re-run the pipeline.
